The hearing, originally scheduled for Lansing before the House Conservation and Outdoor Recreation Committee, was for the purpose of taking public comment regarding HB 4141 (proposed road end legislation). As currently drafted, this legislation would mirror the Jacobs v Lyon Twp. appellate court decision and prohibit the mooring of watercraft overnight on bottomland directly offshore from a public access site, installation of boat hoists, construction of docks (unless the purpose of the dock is to aid in the public access), sunbathing, picnicking and lounging at public road ends throughout the state of Michigan. According to Representative John Stakoe, sponsor of HB 4141, a work session is scheduled in Lansing with representatives from the DNR, DEQ, the Michigan Waterfront Alliance and non-riparians to discuss this proposed legislation. So, it's important to keep your letters and e-mail messages of support directed to the House committee members and your respective state House and Senate members in Lansing (see my previous President's Corner report for mailing addresses). Remember, your continuing support of this important riparian issue can make a difference in passage of this needed state legislation. I urge you to write now!
